Cape Town: DA leads recorded ballots, but a majority call needs more evidence

The DA leads both Cape Town ballots in the 20:11 SAST IEC record. With 468 districts not yet marked complete, TPR distinguishes the current lead from a final council majority.

The DA has a substantial lead in Cape Town’s recorded ward and municipal PR ballots. That is a reportable fact. Whether that lead establishes an eventual majority is a different question, and the reviewed source does not yet settle it.

Five largest recorded municipal PR totals shown; the connected results view contains all contestant rows. Ward and PR totals are separate ballots. District tables combine ward and municipal PR ballots and are labelled accordingly.

The municipal PR table gives the DA 287,673 votes out of 468,578 valid PR votes recorded. The ANC has 48,418, followed by the PA with 17,092 and FF Plus with 16,577. On the ward ballot the DA records 285,246, against the ANC’s 47,823.

The valid PR total is a denominator for the PR votes in this file. It is not the city’s registered electorate, the number of people who voted, or a count of all ballots that will eventually be included. Using it to calculate a final turnout rate would answer a different question with the wrong denominator.

What is still unresolved

The source marks 361 of 829 voting districts complete and six of 118 wards complete. Five completed ward seats are shown for the DA and one for the ANC. The other 468 districts are not assigned a verified maximum number of outstanding valid ballots in this review.

Without that outstanding-vote evidence or a separately validated forecasting model, TPR cannot turn the current lead into its own statistical projection. A party’s confidence in victory is also distinct from an independent call. The completed allocation will show whether one party has at least 118 of the council’s 235 seats.

The public-interest test goes beyond the victory claim. TPR’s reporting on fixed water charges and the city’s budget sets out questions residents will still need answered after the count. A majority, if established, creates governing responsibility; it does not resolve the merits of a tariff dispute or demonstrate service performance.
