Ekurhuleni illustrates the danger of treating a running citywide vote lead as a council result. The DA leads both recorded ballot totals, yet the DA and ANC each have three of the seven ward seats marked complete. ActionSA has the seventh.
What the two ballots show
| Party | Ward votes | Municipal PR votes |
|---|---|---|
| DA | 109,324 | 108,727 |
| ANC | 69,758 | 69,248 |
| ActionSA | 52,762 | 62,154 |
| MK | 21,973 | 22,658 |
| FF Plus | 21,992 | 21,195 |

The DA records 108,727 municipal PR votes, followed by the ANC with 69,248 and ActionSA with 62,154. On ward votes, the DA has 109,324, the ANC 69,758 and ActionSA 52,762. ActionSA’s larger PR total is one reason the two ballots need their own columns.
Those figures do not establish how any particular person voted. They also do not turn the seven completed wards into a representative sample of the entire municipality. Later returns can come from places with different party support and different numbers of voters.
What is still unresolved
The reviewed IEC file marks 288 of 653 voting districts complete, leaving 365 districts outside the completed count. Seven of the 112 wards are marked complete. The 224-seat council’s full allocation, including its municipal PR seats, is not present as a completed result.
A party needs at least 113 of 224 seats for an outright majority. TPR has not established a winner, a final hung council or an agreed governing arrangement from this partial record. Each is a different claim requiring additional evidence.
For readers, the next useful development will be a change that alters the representation picture: more completed ward contests, a verified full allocation, an official declaration or documented council leadership votes. A party statement can be reported as its position, but the statement cannot substitute for any of those records.
