Only 296 recorded municipal PR votes separate the ANC and ActionSA in Johannesburg’s reviewed IEC file. The DA leads the running totals on both ballots. The narrow contest for second place sits inside a much larger unfinished count, not a settled council outcome.

Five largest recorded municipal PR totals shown; the connected results view contains all contestant rows. Ward and PR totals are separate ballots. District tables combine ward and municipal PR ballots and are labelled accordingly.

The ANC has 62,563 PR votes and ActionSA 62,267, against the DA’s 130,809. On the ward ballot the gap is wider: 60,067 for the ANC and 55,373 for ActionSA, with the DA on 134,651. Combining those ballots would hide the particularly small PR gap.

A 296-vote difference can change as additional districts are processed. It should not be described as a final margin, a statistical tie or a recount trigger. None of those conclusions follows from two running totals in a partial dashboard record.

What is still unresolved

The source marks 279 of 862 districts complete and five of 135 wards complete. The outstanding 583 districts make the current order vulnerable to the geography and size of later returns. TPR has no verified upper bound on their outstanding valid ballots from this source and is not treating the DA’s lead as mathematically irreversible.

The five completed ward seats in this record are four for the DA and one for the ANC. They are a fraction of the 270-seat council. The completed municipal PR allocation is still needed before the political arithmetic of a council majority can be established.

Residents should expect the election argument to return to water, budgets and accountability. TPR’s separate reporting on water protests and restoration promises records those service questions. A future coalition’s claims must be tested against council votes, adopted budgets and delivery records, not inferred from who currently leads a table.
