Who is leading Mangaung? In the reviewed IEC record, the answer depends on the ballot. The ANC leads municipal PR votes, while the DA leads aggregated ward votes. A single unqualified winner headline would erase that distinction.
What the two ballots show
| Party | Ward votes | Municipal PR votes |
|---|---|---|
| ANC | 27,446 | 28,791 |
| DA | 27,736 | 27,923 |
| EFF | 7,237 | 7,457 |
| FF Plus | 4,887 | 4,938 |
| PA | 3,709 | 3,605 |
Five largest recorded municipal PR totals shown; the connected results view contains all contestant rows. Ward and PR totals are separate ballots. District tables combine ward and municipal PR ballots and are labelled accordingly.
The ANC has 28,791 PR votes against the DA’s 27,923, a difference of 868. On the ward ballot, the DA has 27,736 against the ANC’s 27,446, a difference of 290. The EFF follows both parties on each ballot.
Neither difference is a final margin. The file marks 152 of 388 voting districts complete, leaving 236 districts outside the completed count. Further returns and reviewed corrections can alter the totals and their order. These small current gaps do not establish a recount requirement or an irreversible result.
What is still unresolved
Aggregated ward votes are useful for describing the citywide count, but ward councillors are elected through separate ward contests. The party with the most ward votes across the municipality does not automatically win the most individual wards. This file marks only one of Mangaung’s 51 wards complete, with that completed seat shown for the ANC.
The council has 101 expected seats in the source, making 51 the threshold for an outright majority. The record does not yet provide a completed council allocation. It cannot establish a mayor, a majority, or a final coalition requirement.
For residents tracking the election, the useful next steps are the outstanding ward results, a reconciled full seat allocation, formal declaration and actual council proceedings. TPR’s live municipality view keeps the two ballot tables separate. This report records the source as it stood on Thursday evening, so readers can distinguish subsequent movement from an error in an earlier dated account.
