Special-vote envelope videos need context, IEC says

The Commission says footage of returning home-visit ballots is being shared as evidence of fraud. Its published custody procedure explains why envelopes are handled before counting.

The Electoral Commission has warned that videos showing officials returning from special-vote home visits are being circulated with unsubstantiated claims of rigging. The specific concern is footage of envelopes being transferred into ballot boxes, chief electoral officer Sy Mamabolo said on 3 November 2026.

In EWN’s report of his briefing, Mamabolo said the clips were being shared without the context of the process officials were carrying out. He urged people who suspect misconduct to use the established reporting channels.

What the published procedure says

The IEC’s 1 November special-voting notice explains that a home-visit ballot goes into prescribed envelopes and is securely stored until counting. Special votes are reconciled against their records before being opened and counted with election-day ballots after voting closes on 4 November.

The notice also allows party agents, representatives of independent candidates and accredited observers to observe under the applicable rules and record the seals used to secure special ballots. Handling an envelope before counting therefore needs to be understood alongside the custody records and the stage of the process.

That procedure provides context for the kind of footage Mamabolo described. It cannot certify an unidentified clip, its date or the actions of everyone appearing in it. A specific allegation still needs the original recording, the station and time, and an explanation of what the officials were doing.

Complaints are not findings

According to TimesLIVE’s account of the briefing, Mamabolo said Real411 had registered 34 complaints across misinformation, incitement to violence, hate speech and harassment. That is a complaint count, not 34 confirmed cases of electoral fraud or 34 proven false videos.

Real411’s published process provides for review, a decision and notification of the outcome, with an appeal route. A submitted complaint must still be assessed.

Keep the evidence with the claim

Before forwarding a clip, look for the original upload, a dated location and the full sequence. Preserve the link and surrounding explanation when raising a concern. An edited excerpt should not acquire certainty simply because its caption is repeated.

Real411 accepts reports of online harms with supporting screenshots, images or video. Electoral-process concerns should also be raised with the IEC. Use TPR’s earlier verification guide for checking the source behind a screenshot, poll or claim.
