Tshwane’s partial count puts the DA first on both ballots and ActionSA second, ahead of the ANC. ActionSA’s municipal PR total is materially higher than its ward total, an important distinction for readers following the capital’s developing result.

| DA | 143,553 | 138,950 |

Five largest recorded municipal PR totals shown; the connected results view contains all contestant rows. Ward and PR totals are separate ballots. District tables combine ward and municipal PR ballots and are labelled accordingly.
The DA has 138,950 PR votes and 143,553 ward votes. ActionSA has 90,008 and 78,399 respectively. The ANC records 73,212 PR votes and 73,671 ward votes. These totals describe the two ballot streams separately rather than a single pooled contest.
The 11,609 difference between ActionSA’s PR and ward totals does not identify individual split-ticket voters. It cannot tell us which party those voters supported on the other ballot, or their motivations. It does show why the municipal PR table adds information that a ward-only headline would miss.
What is still unresolved
The IEC file marks 376 of 796 districts complete and six of 107 wards complete. Three completed ward seats are shown for ActionSA, two for the DA and one for the ANC. The remaining ward contests and the municipal PR allocation are not settled by those six seats.
A majority of Tshwane’s 214-seat council requires at least 108 seats. The available file does not establish that any party will reach that threshold, nor does it establish that none can. A leading vote total is not the same as a completed allocation.
The next reporting tests are specific: which outstanding areas enter the count, whether the ballot rankings change, what the reconciled full allocation shows and what official council proceedings record. Readers can follow ward and station results through the linked municipality view without treating a party’s negotiating claim as an elected mayor.
