ANC majority allocations and coalition councils: TPR’s verified seat tracker

A review of all 213 municipality files finds 37 ANC majority allocations and 102 councils with no party majority. Read complete seats, partial processing and declarations separately.

Updated 6 November 2026 at 18:03 SAST. Expanded from the original 64-record review to all 213 municipality files. The 64 earlier seat vectors are unchanged. Complete allocations and partial processing remain separately labelled.

The ANC has an outright majority in 37 complete council seat allocations in TPR’s Friday review of the official IEC dashboard files. Another 102 complete allocations give no party more than half the seats. The full ANC list and every council without a party majority appear below, with source times and links.

TPR examined all 213 metropolitan and local municipality files, rather than selecting only the largest cities. Of those, 157 display complete seat allocations that reconcile to their stated council totals. Fifty-five give a party an outright majority, including the 37 ANC allocations. The remaining 56 municipality files do not yet support a complete council allocation in this reviewed set.

A complete seat allocation does not by itself establish a formal IEC declaration, an agreed coalition or an elected mayor. This report does not make those additional claims. The district council ballot and district council allocations are outside this 213 metro/local review.

Read the two processing exceptions separately

Among the 157 full seat allocations, Enoch Mgijima and Mogale City still have incomplete district-processing counters. Enoch Mgijima displays all 68 seats but 166 of 168 districts processed; Mogale City displays all 77 seats but 114 of 115 districts processed. Both allocations show no party majority. They are marked separately below, without calling their processing complete or changing the official figures.

The other 155 full allocations also have complete district and ward processing counters. A party needs more than half the full council’s seats for an outright majority; being first, holding half or leading the PR vote is not enough. The source’s grouped independents category is not an identification of individual independent councillors.

Where the ANC is largest but has no majority

The ANC is the sole largest party by seats in 53 of the reviewed councils with no party majority. It is jointly largest in another six: Nama Khoi, Hantam, Karoo Hoogland, Dawid Kruiper, Lekwa-Teemane and Swellendam. These positions are not additional outright-majority victories. The full allocations below show the other parties and the majority threshold in each council.

Where no party has an outright majority

The 102 councils below need governing support across party or individual lines if no party commands the votes for council business on its own. A formal coalition is one possible arrangement, alongside other cooperation or voting agreements. These allocations do not identify an agreed partner, an appointed executive or the outcome of a future council vote.

Makana shows the ANC on ten of 25; Walter Sisulu gives it eleven of 22. Knysna gives the DA nine of 21, and Prince Albert gives the PA five of ten. Each largest-party position falls short of an outright majority. Those are different outcomes from a majority allocation.

What changed from the earlier report

The original 5 November review covered 64 complete allocations and reported 17 party majorities and 47 councils without one. This substantive update expands the source review to all 213 metro/local files and reports 157 complete allocations. The earlier 64 seat vectors were compared with the new records and are unchanged.

The detailed files carry their own report times, mostly around 17:36–17:37 SAST on 6 November, with the oldest retained complete-allocation time at 17:26 SAST. Retrieval took place between 17:44 and 17:49 SAST. These are separately timed sources, not a simultaneous election-wide freeze.

TPR checked the electoral event, mapped municipality, ballot reconciliation and the separate full council seat sums in all 213 detailed records. Seat counts are whole and non-negative, parties are unique and ward-plus-PR totals reconcile. No seat was filled by prediction, and no pending live vote revision was approved by this editorial review.

The automatically refreshed vote service can retain an earlier accepted source while a later revision awaits its separate review. This manually reviewed seat report uses the dated evidence linked here. Its publication does not approve a pending vote revision or make the source and retrieval clocks interchangeable.
