From voting station to verified result: what happens to your ballot?

How results slips, double-blind capture and independent auditing work after South Africa's 4 November municipal vote, and why early figures may change.

The vote does not go straight from a ballot box to a national leader board. After voting closes, election officials count ballots at the relevant voting station in the presence of authorised party agents and observers. Separate ballot contests must be reconciled, including ballots received, issued, unused, spoilt and counted.

The result is recorded on a results slip, which becomes a crucial piece of public evidence. The Electoral Commission says slips are signed by the presiding officer; party agents may countersign them, and copies are displayed at stations. The Commission clarified on 5 November that an absent party-agent signature does not by itself invalidate a slip that carries the presiding officer's signature.

Why the figures change

Those slips are transported for scanning and capture into the results system. Capturing makes figures visible, but the verification process does not end there. Results undergo checks, including independent auditing. If a transcription discrepancy or legitimate objection is resolved, an earlier published figure can change.

At 09:00 on 5 November, the IEC said it expected 66,073 results slips. It reported 23,444 scanned, 22,983 captured and 16,791 independently audited. These numbers describe different stages of processing. They should not be collapsed into a single percentage of voting districts completed.

Officials also explained why the metropolitan counts can be slow: long ballots require more work to count and capture. A slower-moving metro scoreboard is not evidence by itself that officials have withheld results.

Complaints and disputes need evidence

The Commission said it had received more than 800 complaints by Wednesday night, many concerning alleged restrictions on party agents observing proceedings. A complaint is not, without investigation, proof of misconduct or a change to the vote total.

Any photograph of a results slip needs a traceable station, contest and date. A screenshot copied without its original context may appear conclusive while omitting corrections or later auditing. Report a claim with its provenance; report a confirmed result with the Commission's timestamp.

TPR's results coverage will preserve source time, verification status and the difference between a lead, a completed seat allocation and a declaration. For the public, the key safeguard is simple: the number on the screen must remain connected to an inspectable record.

Reporting scope: The numerical processing snapshot refers to 09:00 SAST on 5 November, not the latest live count.
