First Bay counting-progress record: one of 268 districts
The IEC’s Nelson Mandela Bay dashboard file dated 5 November at 01:01 SAST records one of 268 voting districts completed. It identifies the municipality as NMA - Nelson Mandela Bay, IEC municipality ID 1001, and electoral event 1887. This is a very early partial processing record, not turnout, a ward winner, a seat allocation or a declared Bay council result. The file’s headline party totals combine ward and PR ballots; TPR is not using those combined totals to call a contest. Ballot-specific results remain subject to review.
Bay reporting moves into a qualified closing and counting phase
At 21:05 SAST, TPR had recorded no declared Nelson Mandela Bay result. Voters already queued at 21:00 must still be assisted, and counting can begin at a station only after voting there is complete. A signed station result slip is not the same as a partial municipal count, seat allocation or declared council result. TPR will use dated IEC records and state the scope of any numbers.
SABC reports no major voting disruptions in Nelson Mandela Bay
SABC’s 16:44 SAST report on 4 November says voting in Nelson Mandela Bay proceeded smoothly, with no major disruptions reported. Elsewhere in the Eastern Cape, it reports a blocked station entrance in Dutywa; Provincial Police Commissioner Vuyisile Ncata said the situation was brought under control and the station reopened. Muddy roads also hindered officials reaching a site near Bizana. These are dated, reported conditions, not a province-wide guarantee or a turnout estimate.
Voters already queued at 21:00 must still be assisted
Ordinary voting was scheduled for 07:00 to 21:00 SAST on Wednesday, 4 November 2026. The IEC says voters already in the queue at 21:00 may still vote. Counting can begin at a station only after voting there is complete.
The IEC’s 01:01 SAST record on 5 November shows one of 268 Bay voting districts completed. This early processing record does not establish a declared 2026 result for Nelson Mandela Bay. The page contains no invented party totals, seat projections or claims of victory.
When using a results report, check the municipality, the ballot type, how much of the count is included and whether the IEC has declared it. A photographed station tally or an early lead does not establish the final council composition.
This page has no automatic results feed. Future entries require a dated IEC source and an explicit distinction between provisional counting information and a declared result.
Election Day field note
Early Gqeberha observations are not a turnout estimate
Daily Maverick reported more than 300 people queuing outside Cape Recife school at 07:00, a fairly long queue at the Portuguese Club at 07:10 and quick processing at NG Kerk Summerstrand. These are observations from particular stations at particular times. They do not establish turnout across Nelson Mandela Bay.
The IEC’s 5 November records show 243 of 23,696 districts completed nationally and one of 268 in Nelson Mandela Bay. These are early processing figures, not turnout or declared council results.
The ANC’s majority argument meets a local programme of repairs, capable administration and economic opportunity. The test is whether residents can follow those commitments into results.
The ANC president’s 1 November warning gives the party’s local performance pledges renewed weight. In the Bay, public commitments will need dates, evidence and consistent consequences.
Dated audit and pollution findings, alongside recent municipal responses, give residents a concrete agenda for scrutiny of repairs, monitoring and public spending.
The Commission says a party-branded vehicle fell short of its impartiality standard. Reports differ on whether election material had already been loaded or transported.
The Commission says footage of returning home-visit ballots is being shared as evidence of fraud. Its published custody procedure explains why envelopes are handled before counting.

Follow commitments into evidence
The commitments register records eight undertakings in the ANC’s regional manifesto, their stated timing and the documents needed to assess delivery. Recording a pledge does not certify that it has been delivered.
